On February 3, Piedmont’s Budget Advisory and Financial Planning Committee will receive a presentation outlining a variety of potential funding mechanisms related to new housing development and affordable housing, including impact fees, community facilities districts, and potential modifications to the City’s municipal services parcel tax.

After the presentation, the Committee will consider making a recommendation to City Council to authorize further study of these funding mechanisms, and how they might work in Piedmont. This presentation is part of the City’s ongoing work to implement the 2023 Housing Element, which committed to such a review.

The presentation will address these concepts:

• Development impact fees: one-time fees on new housing development used to help fund public infrastructure.

• Mello-Roos Community Facilities District: a “special tax” for a defined geographic area used to fund public infrastructure and services

• Municipal Services Parcel Tax: considering a new rate category for 2-4 unit structures (Townhome/Multifamily)

• Affordable Housing In-Lieu Fee: would allow developers of multi-family housing to pay a one-time fee instead of providing affordable units on-site, if the City were to adopt inclusionary requirements

• Affordable Housing Fund: create a fund in the City’s budget to receive and manage in-lieu fees, donations, and other sources of funding for affordable housing

The Committee’s recommendations will be discussed at Planning Commission and City Council meetings in the coming months. A final decision to pursue and fund detailed study of any of these potential programs would be made by the City Council.
