2014 Housing Element Update

The City of Piedmont has completed an update of the Housing Element of its General Plan. The Housing Element contains Piedmont’s official policies for new housing development, the preservation and maintenance of existing housing, and housing for lower income households and persons with special needs. It includes an action program indicating the steps the City will take in the future to meet its housing needs.

Piedmont’s recently adopted Housing Element was adopted on December 1, 2014 and covers 2015-2023.  The City has received a pre-compliance determination on this document from the State Department of Housing and Community DevelopmentAll Bay Area cities must adopt a new Housing Element for 2015-2023 no later than January 31, 2015. Piedmont is has met this deadline.

Meetings and Events

The City Council adopted the Housing Element on December 1, 2014.  Prior to adoption, the Piedmont Planning Commission held two public hearings on the Element on October 30, 2014 and November 10, 2014.  These hearings followed a number of City Council and Planning Commission study sessions during 2013 and 2014.  Handouts and presentations from those meetings may be reviewed using the links below.

In addition to the links above, the following links will open PDF files of the entire Housing Element document (Chapters 1-6).  The link at the first bullet will open a “clean copy” of the entire document.  The link at the second bullet will open a “redline-strikeout” version of the 2011 Housing Element, showing what changes have been made to produce the current draft.

In accordance with the California Environmental Quality Act, the City has prepared an Initial Study and Negative Declaration for the Housing Element. These documents may be reviewed by following the links below. Comments will be accepted through November 7, 2014.

The City released a “Working Draft” of its Housing Element on July 11, 2014. At its regular meeting of July 21,2014, the City Council authorized submittal of the Working Draft to the State Department of Housing and Community Development (HCD) for review The document was submitted on July 29, 2014. On August 25, 2014, HCD staff communicated a requested list of changes to City staff. The link below provides a list of the requested changes, and the City’s responses. City staff transmitted its responses to HCD on September 11, 2014. On September 15, HCD issued a letter to the City indicating the City would be found in compliance with Housing Element requirements if it adopted the Element as amended.
